A new white paper from industrial standards organization Underwriters Laboratories spells out principles and definitions for the use of industrial scrap. The report, Interpreting Pre-Consumer Recycled Content Claims, provides definitions for terms such as pre- and post-consumer material, waste and recovered material, and sets forth 10 principles validating content claims. These include: such claims must be backed by “verifiable evidence”; if there is an industry standard for recycled content for the material or packaging in question, the claim must meet or exceed that standard; and material reprocessed into a different product from the one originally intended still counts as preconsumer recycled material.
